OPINION

MURRAY, Justice.

This is an appeal from a Superior Court order compelling disclosure of certain records maintained by the Providence police department. 1 At the time this action was instituted the plaintiffs were students at Brown University and editors of a publication known as the Rake. 2 The defendant in this case is Sanford H. Gorodetsky who is the Commissioner of Public Safety for the City of Providence and the chief administrative officer of the Providence police department.
