At issue in this case is whether a Workers’ Compensation Judge (WCJ) and the Workers’ Compensation Appeal Board (Board) have the authority to determine attorney’s fees for successive counsel in a workers’ compensation proceeding under *447Section 442 of the Workers’ Compensation Act (Act).1
