ORDER
NORGLE, District Judge.
Before the court is plaintiffs’ motion to amend the complaint, and the federal defendant’s motion for judgment on the pleadings, or in the alternative, for summary judgment. For the following reasons, *669the motion to amend the complaint is granted, the motion for judgment on the pleadings is denied, the federal defendant’s motion for summary judgment is granted, and defendant Moses Dosu is dismissed without prejudice. As a result of these rulings, the court need not rule on plaintiffs' subsequently filed Motion for Summary Judgment on the counterclaim.
