This civil rights action is before the court on cross-motions for summary judgment and on plaintiff’s motion for an interim award of attorney’s fees.

1. Plaintiff, a member of the Holy Spirit Association for the Unification of World Christianity, brings this action on behalf of himself and other members of the church 1 in order to obtain religious solicitation privileges in Clayton County.
