Rubin and Pearl Cans (Appellants) appeal to this Court from an order of the Court of Common Pleas of Philadelphia County sustaining the preliminary objections of the City of Philadelphia (City) to Appellants’ petition to appoint a board of view pursuant to Section 502 of the Eminent Domain Code, Act of June 22,1964, *637Special Sess.
