STEINBERG, Judge:

The appellant, Martha M. Myore, widow of deceased veteran Kenneth B. Myore, appeals a December 3, 1993, Board of Veterans’ Appeals (BVA or Board) decision finding that the veteran’s death was the result of his own willful misconduct. Both , parties have filed briefs. For the reasons that follow, the *500Court will vacate the BVA decision and remand the matter for proceedings consistent with this opinion.
