Plaintiff-appellant, Mark Gekas (“Ge-kas”), filed suit against several individual members of the Illinois Department of Financial and Professional Regulation (hereinafter the “Department”), claiming they retaliated against him in violation of his constitutional First Amendment rights and were liable to him under the provisions of 42 U.S.C. § 1983. Specifically, Gekas sued Peter Vasiliades, Frank Maggio, Mary Ra-nieli, John Lagatutta, 1 and John Krisko (collectively the “Defendants”) for the claimed violations.
