The appellant, Helen B. Cooper, a resident of Chattanooga, Tennessee, instituted this proceeding in the United States Distict Court for the Eastern District of Tennessee to recover from the United States of America proceeds allegedly due her under three life insurance policies totaling $10,000.00 on the life of William Akers.
