OPINION

SHEA, Justice.

This matter came before the Supreme Court on appeal from a decree of the Family Court declaring Aaron, aged 5, and Keith, aged 3, 1 dependent children. The trial justice found that the children had been sexually abused by their father in violation of G.L.1956 (1984 Reenactment) § 40-11-2 and G.L.1956 (1981 Reenactment) § 14-1-11. He committed them to the care, custody, and control of the Department of Children and Their Families (DCF).
