The plaintiffs appeal from a Superior Court judgment upholding a decision of the Martha’s Vineyard Commission (commission). The commission’s decision restricts construction on a lot the plaintiffs own in Edgartown. We transferred the case here on our motion, and we now re verse on the ground that the commission lacked jurisdiction under St. 1977, c. 831, amending St. 1974, c. 637, to review a proposed building on the plaintiffs’ lot.
