(After stating the foregoing facts.) 1. We do not have here a case involving a change in the policy of government in relation to the sale of liquor within a city, as was dealt with in Melton v. Moultrie, 114 Ga. 462 (40 S. E. 302), and Owens v. Rutherford, 200 Ga. 143 (36 S. E. 2d, 309). There could be no doubt of the legal right of the municipality to change its general policy, although that meant the cancellation of all licenses to sell liquor.
