MEMORANDUM OF DECISION

This is an in rem proceeding to determine the disposition of a 1982 Gray Nissan automobile owned by defendant Gezim Mjshtri,1 which was seized by the Hartford Police Department on December 2, 1992, incident to Mjshtri's arrest for solicitation of prostitution in the Frog Hollow section of Hartford.
