This matter is before the court on The Population Council, Inc.’s1 Rule 12(b)(2) motion to dismiss for lack of personal jurisdiction filed on January 8, 1996. The Council filed the declarations of Sandra Arnold and Harold Nash in support of its motion. Plaintiff filed a response, including the declaration of Barbara J. Peters, on January 19, 1996.
