In October, 1980, Congress amended the Federal Clean Water Act (US Code, tit 33, § 1251 et seq.) to provide for, inter alia, the Hudson River PCB Reclamation Demonstration Project (US Code, tit 33, § 1266). Pursuant to this legislation, the State of New York was designated to receive Federal funds for purposes of conducting a project of selective removal of the toxic chemical polychlorinated biphenyls (PCBs) from the Hudson River.
