On June 30, 1998, a grand jury in the Eastern District of Virginia returned a seventeen-count indictment against Defendant-Appellant Robert Mason Gray and eight others. Gray was charged with conspiracy to distribute over 100 kilograms of marijuana in violation of 21 U.S.C. § 846 (Count One), money laundering in violation of 18 U.S.C. §§ 1956 and 2 (Counts Two, Five, Six, Ten, Twelve, and Fifteen),…
