The Chabad Lubavitch of Litchfield County, Inc. (“Chabad”), a Connecticut membership corporation founded and currently presided over by Rabbi Joseph Eisenbach (“Rabbi Eisenbach”), purchased property in the Borough of Litchfield’s Historic District with the intention of expanding the existing building on the property to accommodate the Chabad’s religious mission.
