The matter came before the Court on a complaint filed by Jill DeMello Hill, seeking mandamus relief against the Fairfax County School Board (“Board”) for violation of the Virginia Freedom of Information Act (“FOIA” or the “Act”), Va. Code § 2.2-3700 et seq.
