The appellants, who were plaintiffs below, brought this action against the commissioner of public lands, praying for injunctive relief. A demurrer was sustained to their amended complaint, whereupon they refused to plead further, and judgment of dismissal and for *222costs was entered against them. The material parts of the complaint are as follows:
