GRAHAM, District Judge.

Three former at-will employees of the Paducah Area Transit Service (“PATS”) allege that they were terminated after having raised concerns about the safety of PATS vehicles. They allegedly voiced their concerns in two letters sent to the PATS board of directors, though the letters on their face did not mention any safety issues.
