The judgment in this case was in favor of defendants in error for the sum of $2,300, the value of a trunk and contents. The shipment was from Fort Worth, Tex., to El Paso, Tex., udder a ticket purchased February 18, 1921, over the Texas & Pacific Railway. This is one of the railroads that was under federal control during the period of federal administration. During the period of federal control the Director General of Railroads promulgated certain rates, rules and regulations, including rule 10 of the Western Passenger Bureau Baggage tariff No. 25-2.
