Dear Representative Breedlove:

I am writing in response to your request for an opinion on whether House Bill 2741, introduced in the now-concluded 2007 Regular Session, is constitutional. That bill was entitled "A n Act to Quite Title in Abandoned Mineral Interests in the Surface Estate Owner; and for Other Purposes."
