MEMORANDUM AND ORDER

ROGERS, District Judge.

This petition for writ of habeas corpus, 28 U.S.C. 2241, was filed upon payment of the filing fee by an inmate of the Federal Prison Camp, Leavenworth, Kansas. Once petitioner demonstrated exhaustion of administrative remedies, an Order to Show Cause issued to respondents. Re spondents filed an Answer and Return. Petitioner has not filed a Traverse. Having considered all materials filed, the court finds as follows.
