Tidwell presented to the district court an application for appointment of an arbitrator to determine compensation for personal injury by accident according to the workmen’s compensation law. The employer is receiver for the Missouri, Kansas & Texas Railway Company. The application disclosed the interstate character of the receiver’s business, and'employment of the workman as a brakeman.
