In this appeal ratepayers challenge a decision of the Iowa Commerce Commission granting rate increases to Iowa-Illinois Gas and Electric Company (utility) in response to its proposed tariff filed with the Iowa State Commerce Commission (commission) in February of 1981. Iowa Planners Network (IPN), an advocate for residential ratepayers, intervened in contested case proceedings before the commission to seek elimination of the utility’s proposed return on its investment in excess generating capacity.
