Warden ( 230 Conn. 608), when a habeas court denies certification to appeal from its judgment or ruling, a petitioner may obtain appellate review only if he or she demonstrates, first, that the habeas court’s denial of the petition for certification to appeal constituted an abuse of discretion and, second, that the habeas court’s judgment or ruling should be reversed on its merits.
