1Opinion of the CourtClark, C. J.
Article VII, section 15, of the constitution of the defendant enumerates the powers reserved to the National Council, and subchapter 26 thereof reads as follows: “To establish, maintain, control, and regulate a department for the payment of funeral benefits to the members of the order.”
This is the only section in the constitution of the defendant referring to a funeral benefit department, and is the only section granting to the defendant the right to establish such department.
