Bernice Sexton is the duly appointed Clerk of the Chancery Court of Union County, Tennessee. She filed her original bill in the Chancery Court against Union County, Charles Kitts, County Judge of said county, and Boy El. Beeler, Attorney General, charging that the Clerk and *518Master’s compensation was increased by the provisions of Chapter 263 of the Public Acts of 1951 to the sum of $2,400 per year; that though demand was made on Union County and Charles Kitts, the County Judge, to pay said salary the said defendants failed and refused…
