Jane Doe (“Ms. Doe”) appeals from a judgment of the Circuit Court of St. Louis County entered in favor of St. Louis Community College (“St. Louis Community College” or “SLCC”) denying her petition for a declaratory judgment and injunctive relief, which sought to prevent SLCC from charging her tuition at the international student rate rather than the in-district tuition rate. Ms. Doe argues the trial court erred in interpreting 6 C.S.R. § 10-3.010(7) (2015)1 as excluding her from establishing in-state residency for purposes of calculating her tuition rate. We…
