Baughn, as being and constituting the commissioners’ court of Cameron county, Tex., appellants, J. J. Fox as tax collector, Mrs. A. W. Cocke as county treasurer, and Marvin Hall as county attorney, respectively, of Cameron county, and appellants, J. B. Chambers, Tyre H. Brown, and J. R.
