fl At oral argument, we consolidated two cases, cause no. 34009-7-II and cause no. 34441-6-II, involving the Washington Department of Labor and Industries (Department) and Washington Cedar & Supply Company, Inc. We address both in this joint opinion. We affirm in part and reverse in part.
