In this case appellant landlords challenge the staffing and operation of the District of Columbia Rental Accommodations Office (RAO), the agency responsible for administering the local rent control laws. Their sweeping complaint charges that RAO intentionally deprives landlords of constitutional and statutory rights and runs its proceedings in such a lawless fashion that landlords are denied due process of law.
