MEMORANDUM OPINION AND ORDER

GETZENDANNER, District Judge.

Joseph R. Cyburt brings this petition seeking habeas corpus relief under 28 U.S.C. § 2254. On June 28, 1973, Cyburt entered guilty pleas to multiple charges stemming from two separate incidents. In the first incident, Cyburt sexually assaulted an eight-year-old child after kidnapping her as she was on her way to grammar school. One week later, Cyburt lured his sixteen-year-old half sister into his apartment and raped her. Respondents have answered the petition.
