This matter is before the court as the result of a petition to vacate the arbitration award rendered by a panel convened pursuant to the procedure established under the collective bargaining agreement between the Utility Workers Union of America, Local 220 (respondent) and the Municipal Authority of the City of New Kensington (petitioner). The arbitration clause of the contract had been invoked by the parties in an effort to resolve a grievance filed by one George Anderson (the grievant), as president of the union, concerning a dispute over whether the authority was required to bid…
