MEMORANDUM OPINION

MILES W. LORD, Chief Judge.

In each of the cases listed above, the Secretary of Health and Human Services (Secretary) has issued a final decision denying disability benefits under 42 U.S.C. §§ 416(i)(l), 423, or 1382. The plaintiffs have sought review by filing complaints before this court. In all cases, the government has failed to file timely answers to the complaints. Instead, the government has moved that the cases be remanded to the Secretary for further proceedings because of a lost tape or incomplete file or inaudible tape.
