The issue before the court is whether the Chapter 11 case of GPA Technical Consultants, Inc., debtor-in-possession, should be converted or dismissed under 11 U.S.C. Section 1112(b)(1). This court has jurisdiction of this matter pursuant to 28 U.S.C. Section 1334(b) and the General Order of Reference entered in this district. This is a core proceeding arising under 28 U.S.C.
