This appeal arises from a suit by Kurian Mathew, plaintiff, to obtain payment for engineering services rendered to defendant township, Town of Algonquin, in connection with a road improvement project which was not completed following a decision of the Illinois Supreme Court that the 1870 Illinois Constitution did not permit a legislative grant of authority to townships to make local improvements by special assessment.
