OPINION

RESTANI, Judge:

Plaintiffs, one named and two unnamed former employees of USX corporation filed a petition for certification of eligibility to apply for trade adjustment assistance under the Trade Act of 1974, 19 U.S.C. §§ 2271-2395 (1982 & Supp. III 1985). The Director of the Office of Trade Adjustment Assistance, Department of Labor (OTAA) returned the petition without publishing a notice of final determination, and apparently, without publishing a notice in the Federal Register that the petition was received and an investigation initiated.
