James C. Robinson petitions for review of the order of the National Transportation Safety Board affirming the emergency revocation by the Administrator of the Federal Aviation Administration of his airline transport pilot certificate. The revocation was based on Robinson’s operation of a twin-engine helicopter with only one operable engine, in violation of Federal Aviation Regulations.
