MEMORANDUM OPINION AND ORDER
HOOD, District Judge.
This matter is before the Court on a challenge by Plaintiffs MCI Telecommunications Corporation and MCImetro Access Transmission Services, Inc. (collectively “MCI”) of several aspects of an agreement between Plaintiffs and Defendant Bell-South Telecommunications, Inc. (hereinaf ter “BellSouth”). Said agreement was arbitrated by Defendant Kentucky Public Service Commission (hereinafter “PSC”) pursuant to the local competition provisions of the Telecommunications Act of 1996, Pub.L. No. 104-401, 110 Stat. 56 (hereinafter the “Act” or “1996 Act”).…
