The Administrator of Veterans’ Affairs appeals denial of his motion, 1 under Rule 60(b), 2 Federal Rules of Civil Procedure, for relief from a final, unap-pealed judgment in the nature of mandamus 3 ordering him to pay certain death compensation benefits to appellee Daylo, the widow of a serviceman killed in World War II.
