I. Background.

Debtors Troy and Shauna England (collectively “Plaintiffs”) filed for relief under Chapter 7 of the Bankruptcy Code on May 26, 2000. Plaintiffs commenced this adversary proceeding against the United States of America Department of Education (“Defendant”) on September 1, 2000, seeking a declaration that their obligation to repay Mr. England’s student loans should be discharged pursuant to 11 U.S.C. § 523(a)(8). 1 A trial was conducted on May 3, 2001, at which the parties submitted evidence and testimony.
