Petitioner Xu Duan Dong, a native and citizen of the People’s Republic of China (“China”), petitions this Court for review of a December 16, 2002 order of the Board of Immigration Appeals (“BIA”) affirming a December 29, 1997 decision by an immigration judge (“IJ”) that denied petitioner’s application for asylum and for withholding of removal.
