The sole question involved in this appeal: Is the act in controversy unconstitutional? We think so.
The Constitution of H. C., Art. I, sec. 7, is as follows: “Ho man or set of men are entitled to exclusive or separate emoluments or privileges from the community but in consideration of public services.” Art.
