Mark J. McBurney and Roger W. Hurlbert (collectively “Appellants”) appeal the district court’s award of summary judgment to the Deputy Commissioner and Director of the Division of Child Support Enforcement for the Commonwealth of Virginia and the Director of the Real Estate Assessment Division of Henrico County, Virginia (collectively “Appellees”).
