[¶ 1] Approximately 100 owners of land near Devils Lake (“landowners”) appeal from a district court judgment dismissing their inverse condemnation claims against nine water resource districts in the upper Devils Lake drainage basin and against the State, the State Engineer, and the State Water Commission (“defendants”).
