OPINION
MEYER, Justice.
Appellants Diane and Michael Hart-mann appeal their convictions of failure to obtain a license to sell meat under Minn. Stat. § 28A.04 (2004) and unauthorized sale of custom-processed meat under MinmStat. § 31A.10(4) (2004).1 Before the district court and the court of appeals, the Hartmanns argued that their conduct was statutorily exempt from prosecution and also protected by Article XIII, Section 7, of the Minnesota Constitution.
