This is a petition for review of several rulings rendered by the National Labor Relations Board (“NLRB” or “the Board”) in representation proceedings between petitioner, Cleveland Construction, Inc., and the Southwest Ohio District Council of Carpenters, AFL-CIO (“the Union”). Petitioner challenges the Board’s finding that a multi-site bargaining unit was appropriate, rather than a single-site unit comprised solely of those employed at petitioner’s Veterans Administration Hospital project.
