It violates Art. 14, % 1, of the Constitution; also Art. 14, § 3. 120 Arle. 81-89; 124 Id. 475-7; 61 Id. 21; 112 Id. 437-441. If the act is' upheld without sections 4, 5 and 9 it will not express the will of the Legislature, because these sections deal with matters that are not found elsewhere in the act, and the whole act must be construed together.
