MEMORANDUM ENTRY
BARKER, Chief Judge.
This matter is before the Court on Defendants’ motion to dismiss. For the reasons stated below, Defendants’ motion to dismiss is granted.
I. Background
On April 1, 1985, Plaintiff, Carolyn A. James (“James”), began work as an Illustrator at the Defense Printing Service (“DPS”) Detachment Branch Office at Fort Benjamin Harrison, Indiana.
