Appellant brought this action to recover damages alleged to have been sustained because of the failure of the city to keep and perform its contract providing for an extension to its water system, known as the Maplewood Springs Extension. He alleged the passage of the initial ordinance, the execution of the contract thereunder, the failure of the city to perform, and finally the repeal of the ordinance.
